Urban League of Essex County (ULEC)

The Urban League of Essex County (ULEC) is a leading community development organization dedicated to advancing economic empowerment, affordable housing, and neighborhood revitalization throughout Newark and surrounding communities. Under the leadership of President & CEO Vivian Cox Fraser, ULEC has expanded its mission beyond traditional social services to include affordable homeownership, real estate development, financial empowerment, and workforce initiatives.

Through its homeownership program, ULEC constructs and rehabilitates homes, offering income-eligible families the opportunity to build wealth while stabilizing neighborhoods. By combining affordable housing with financial counseling and training, the program creates pathways to long-term success for Newark residents.

ULEC has been instrumental in supporting Jumpstart Newark’s vision, with Ms. Fraser playing a key role in introducing and uplifting the Jumpstart brand within Newark’s development ecosystem, and we are grateful for her support.
